After introducing per second billing in its CDMA brand Garuda in Mumbai , MTNL has brought similar changes in Delhi circle. A tariff coupon of Rs 45 is introduced for its existing customers of Garuda services which will provide per second billing for one year. New prepaid  consumers will have to shell out Rs 150 for per sec billing . Talktime of Rs 50 will be provided in this offer. The postpaid plan will have a rental of Rs 149 just like  its GSM plan. It will offer free talktime of Rs 99 and activation charges of Rs 300 are waived off for first two months . But key feature that has been introduced is Friends and Family plan in this offer which allows unlimited calls to two MTNL delhi numbers. This feature of the plan is missing in MTNL Mumbai’s offer.The sms rates are also attractive 10p to local MTNL , 25p for other local and 50p for national.
